Signing on for parks: The state budget standoffs and deficit have left state parks in a financial fog of uncertainty. That's why the initiative to let voters decide whether they're willing to pay $18 on vehicle registration fees -- with the money going to provide stable funding for parks -- is one proposed ballot measure worth signing.
